PARAGUANA PENINSULA, Venezuela (AP) — Less than two weeks after a U.S. military operation captured former President Nicolás Maduro and his wife, and as his successor, acting President Delcy Rodriguez, , the country’s largest oil refining hub dominates the northwestern coast.
