JANESVILLE — The Wisconsin Department of Transportation intends to launch work this week to repair a blocked storm drain — and also rebuild and shore up a blown-out hillside along Interstate 90/39. The combined rain-related incidents led to a mess of street flooding and sediment outwash that blocked the Ruger Avenue underpass after heavy rains last week.
