JANESVILLE — Carmen Roche, a Janesville police officer, laughed, danced and waved her arms at children as they aimed plastic water shooters at her Wednesday in a cordoned off corner of the Janesville Town Square.
Water shooters were only part of the fun at Janesville’s third-annual Public Safety Splash and Cookout, held on the grassy Town Square and along Festival Street, that had been blocked off to traffic.
