JANESVILLE— The city of Janesville has launched a new program aimed at helping low-to-moderate-income, single-family homeowners make essential exterior upgrades.
The Revive & Thrive program aims to rehabilitate residential units “which are deteriorating, deficient, or otherwise in need of improvement, in order to eliminate threats to health and safety due to unsafe housing conditions,” a release from the city said.
The program’s deferred loans can be applied to the cost of repair and/or replacement of roofs, windows, exterior and siding.

Funding is available on a first come, first-qualified basis. Applications may be submitted in-person at Janesville City Hall, 18 N. Jackson St., Monday through Friday, 7:30 a.m. to 4:30 p.m. They can also be submitted by mail or by email at bodena@janesvillewi.gov.
Ana Boden, the city’s housing program specialist, said the program is an acknowledgement that costly home repairs are beyond the financial reach of some homeowners.
She said the city wants to help homeowners maintain and restore their properties, to help make neighborhoods safer and to look better. That, she said, will hopefully attract new people to area.
“We know that a lot of people are struggling to make ends meet maintaining a house that is safe to live in. We want to help low income people who deserve to have a safe house not only that looks better but also is structurally sound and meant to last,” she said.
Boden said the maximum amount that will be given out per project is $24,999.
She noted that she speaks both English and Spanish and is available to help people in both languages. The applications are also available in both English and Spanish.
